Briefing:
This Monthly Forum is the second event in the series of activities by the ETUI (see here the report on the first debate) to reflect on the European Pillar of Social Rights (EPSR) particularly in terms of its nature, content and impact on labour and social rights.

Philippe Pochet will first place the EPSR in its historical context to assess the ambition and the potential role this initiative in the development of EU social policy. Zane Rasnača will then explore whether the Pillar will represent a long-awaited shift in the EU discourse or it is merely another ‘soft law’ initiative that will fall short.  In her recently published Working paper she argues that while so far there has been very little detectable impact of the EPSR on social policy at EU level, it does offer some hope that certain things could change, especially after the adoption of the proclamation next month.
And finally, Maria Jepsen will present a joint analysis by ETUI researchers of the ‘social scoreboard’ which should monitor the implementation of the Pillar by tracking trends and performances across EU countries and feed into the European Semester of economic policy coordination.
